Resumo:
One of the greatest challenges faced by the contemporaneous cities is to guarantee the access to conditions that assure an acceptable and satisfactory quality of life for its citizens. In the city of Belem, the capital of the State of Para, there are evident urban environmental problems as inundations and floods, which are the result of the occupation process associated with the lack of urban planning. Nowadays, the historical cultural and commercial center of the city corresponds to the most vulnerable area, where the public transport is affected by the rainfall and the periodic high tidal cycle every day. The analysis of the city’s hydrography, weather and topography allows clarifying the reasons for the frequent occurrence of inundations and floods. Thus, based on these features, the present dissertation has as main objective to identify and analyze the vulnerability of the public transport’s system, as well as its responsiveness to the problems caused by the inundations and floods. There were analyzed the impacts suffered by the population, local company owners and the government. In order to do that, the methodology related the public transport’s lines with the flooded areas of Belem. The impacts suffered by the population, entrepreneurs and the public sphere where they were analyzed. For this purpose, the methodology related lines of public transport with flooding and wetlands of Bethlehem. It can be concluded that from the 164 lines of public transport circulating in Belem, 143 pass sometime in areas prone to flooding. The environmental vulnerability assessment and responsiveness were carried out where there is the highest concentration of public transport lines. At Avenida Bouvard Castilho Franca, on Avenida Almirante Tamandaré and Avenida 16 Novembro. User’s vulnerability to access services and urban infrastructure of public transport were analyzed, taking into consideration the impacts and changes in rain regime and high tide periods, as well as to verify SeMOB positioning and vulnerability over the environmental and structural setbacks in Belem. Bus users in vulnerable areas and the government body responsible for the urban transport sector (Semob) were interviewed, allowing an analysis of social vulnerability in urban areas and the effective participation of the public authorities to elaborate a key plan that prioritizes flood control in urban areas.
