Considering that free access to the Internet for all people today is a human right and therefore a challenge for its accomplishment for the society of information. Considering this premise, it is observed that being connected is a matter of belonging and of social separation par excellence. Thus, to care for the other is imperative, that is, it is necessary to see minorities and vulnerable groups with respect for their human dignity, normally seen indifferently as being subaltern. People with visual impairment, the subject of this work, have being through and still undergo a process of recognition, which sometimes lacks the implementation of public policies so that individuals have their rights respected. Given that there are already legal instruments regulating the accessibility on the Internet, this work aims to analyze whether there is accessibility in the initial web page of the courts of the Judiciary in Tocantins. Thus, the main international recommendations, Accessibility Guidelines for Web Content and the one adopted in Brazil, the Modelo de Acessibilidade em Governo Eletrônico (eMAG), are addressed. In fact, the accessibility check was based on the Brazilian model by using the Avaliador e Simulador de Acessibilidade em Sítios (ASES). Trata-se de pesquisa de abordagem eminentemente qualitativa e explicativa, que tem como pano de fundo os direitos humanos. A considerar que o acesso livre à Internet para todas as pessoas hoje é direito humano e, portanto, um desafio a sua concretização para a sociedade da informação. Com essa premissa, observa-se que estar conectado é questão de pertencimento e de separação social por excelência. Assim, é imprescindível o cuidado para com o Outro, isto é, faz-se necessário enxergar as minorias e os grupos vulneráveis em respeito à dignidade humana destes, vistos indistintamente como subalternizados. As pessoas com deficiência visual, objeto de estudo do trabalho, passaram e ainda passam por um processo de reconhecimento, o qual carece, por vezes, da implementação de políticas públicas para que os indivíduos tenham seus direitos respeitados. Haja vista que já existem instrumentos legais normatizando sobre acessibilidade na Internet, o trabalho objetiva precipuamente analisar se há acessibilidade na página Web inicial dos tribunais do Poder Judiciário no Tocantins. Para isso, são abordadas a principal recomendação internacional, Diretrizes de Acessibilidade para o Conteúdo da Web e aquela adotada no Brasil, o Modelo de Acessibilidade em Governo Eletrônico (eMAG).
