Resumo:
This work called “Mass cultural policy in Miracema do Tocantins: a study on Miracaxi” consists of recording the process of conducting the research, where it was intended to know the processes of participation and perception of the population of Miracemense about the Miracaxi festival as an action of cultural policy. The participation and perception of the population of Miracema was observed in the mass cultural event called Miracaxi and its socioeconomic, environmental and cultural impacts on the social life of the municipality. We present the debate on culture and political-social relations, as well as mass culture, hegemony, against hegemony, cultural industry in Brazil and the influences of its product and the interfaces it makes with the subjects researched in the universe also researched. It is possible to observe through the applied qualitative and quantitative methodology, that the population of Miracemense participates directly and indirectly in the event, considering it relevant, but they challenge for the non-lanning and organization involving the population in the participation of this policy that in a way ends up devaluing the forms of participation of the population and in this way we can see the intensification of the expressions of the “social issue” in the municipality. As a mass culture event, Miracaxi is an event that attracts tourism, an economic activity that prevails the logic of capital. Even if the event strengthens part of the municipality's economy, on the other hand, there is a set of impacts and mainly the socio-environmental impacts caused by Miracaxi for the municipality and region. A contradictory event that requires the municipal government and the organizers of this cultural festival, a better planned and organized work by the municipality as well as work in partnerships with various bodies with the objective of drawing up collective strategies to minimize the impacts caused by Miracaxi, as well as to guarantee citizens' access to the right to participate in cultural policy.
