The general objective of this study was to describe the Primary Care of Palmas-TO in the
historical and normative context of SUS. Structurally, this dissertation is divided into three
chapters, the first two correspond to the theoretical framework, the first deals with a
systematic review of the literature on Public Policies in Brazil, the second presents a
timeline of the historical and normative evolution of Primary Care in Brazil. Brazil to
Palmas. The third article exposes a qualitative documentary research, carried out from the
management instruments from 2014 to 2017, in order to learn about the development of
Primary Care in Palmas-TO, where it can be noted that over the years there have been
changes in the health plan, this becomes necessary to assess the progress of the work, in
addition to providing corrections and adaptations to the Plan's estimates, adjusting the
goals. It is important to recognize health management in the municipalities, as they are
closer to the population and the level of care capable of meeting most of the basic needs
presented by this public. For this, planning is fundamental, as well as full popular
participation in the elaboration of the Health Plan and in the definition of the sector's
priorities, which can be carried out through the health council and conference.
