Resumo:
The Rio Formoso River Basin is characterized by the strong role it plays in the agricultural production of grain in Tocantins state, with 97% of water use grants destiny to irrigation activities. As a result of drought periods characteristic of Tocantins state, there is an increased hydrological demand for crop irrigation while the availability of basin is reduced. This situation becomes critical once the existent public policies aren’t able to prevent the degradation of the rivers, as occurred in 2016 at Formoso’s river and Urubu’s river. Then, it is necessary to develop tools that allow the more efficient public policies execution. Given this scenario, in this work has elaborated a Decision Support System, called Water Balance, that evaluates the quality of water grants through by use of fuzzy inference and shows a granted flow balanced scenario, allowing managers, in conflict situation by hydrological resources, make agreements between water users so that the reduction of captured flow has impartially distributed, considering previously agreement criteria.
