Resumo:
The study aims to seek solutions for energy development in contemporary cities. The general objective of the study is to analyze public policies to encourage solar energy in the municipality through the Palmas Solar Program, from the perspective of public agents, consumers, integrating companies and energy distributors. Among the specific objectives are the analysis and characterization of the energy matrix and public incentive policies; the identification of opportunities and challenges; and, the survey and analysis of the Program's actions from the perspective of its actors. The work consists of six chapters: the first two refer to the introduction, the theoretical framework and the locus of the research. The third one outlines the methodology, which is qualitative and descriptive research, using the case study method. It also uses, in the data collection, the sampling technique by judgment, the snowball technique and the saturation criterion. by Fontanella (2008). While, in the analysis of the data, the technique of analysis of the discourse of Bardin (1977) was used. The fourth chapter is reserved for the results and discussions of the research, while the fifth chapter is dedicated to the theoretical framework of the research.
