It is the space that provides the development of reading practices and the formation of critical readers, which contributes to the flourishing of citizenship. Given this, this final graduation paper presents a proposal for the development of na architectural project for a public library in the city of Palmas, capital of the State of Tocantins, which currently has small scale libraries. The methodology adopted for the elaboration of the study was the hypothetical-deductive method, which was developed in stages, based on bibliographical research, study of related projects such as design references, diagnosis of the current conditions of the site and surroundings, and a survey of the needs of a library. As a result, the proposal developed, in addition to offering a qualified environment for the library to function, becomes a focal point for recognition and local identity. Note that this equipment can produce much more than the cultural insertion in a community, public libraries are necessary for life in cities and have an important role in the development of knowledge. A Biblioteca é um equipamento público que assume, na comunidade o papel de centro de informação e leitura sendo uma instituição democrática ao contribuir para que as diferenças sociais e econômicas entre os que possuem conhecimento e aqueles que estão destituídos do acesso a ele se acentue. É o espaço que propicia o desenvolvimento das práticas leitoras e formação do leitor crítico o que contribui para o florescimento da cidadania. Dado isso, o presente trabalho de conclusão de curso apresenta uma proposta de elaboração de um projeto arquitetônico de uma biblioteca pública na cidade de Palmas, capital do Estado do Tocantins que, atualmente, possui bibliotecas de pequeno porte. A metodologia adotada para elaboração do estudo foi o método hipotético-dedutivo que se desenvolveu em etapas, partindo da pesquisa bibliográfica, estudo de projetos correlatos como referências projetuais, diagnóstico das condições atuais do terreno e entorno e levantamento das necessidades de uma biblioteca. Como resultado, a proposta elaborada, além de oferecer um ambiente qualificado para funcionamento da biblioteca, se torna um ponto focal de reconhecimento e de identidade local.
