With neoliberalism advance public funds constituted as important reserves of capital accumulation , occupying a central place in the system structure , this is due to the relationship established between the state and capital , this relationship allows the capital get hold of public funds via state debt .This appropriation is intensified in times of crisis , which doubly penalizes the population , since it intensified the process of exploration, as there is the increase in taxes and the scrapping of public services. From this perspective, an analysis is made of the discretionary spending of the National Social Assistance Fund (FNAS), which highlights the intensification of poverty in the capital of the times of crisis. |
