Access to public information is a right of all citizens guaranteed not only by the Brazilian
legal system, but also by various international bodies, such as the United Nations, which
consecrated the human being as a subject holder of rights by proclaiming, in 1948, Universal
Declaration of Human Rights. Every citizen, therefore, has the right to information and the
State has the duty to make it public and accessible. Thus, the State has the duty to guarantee
everyone, without distinction, and not just the most literate, access to information, and to
encourage participation and promote social inclusion as a democratic principle. In this
context, this work presents the results of the research carried out on the Portal of
Transparency of the Municipality of Palmas with the objective of analyzing its capacity to
transmit information as a communication and education tool to the population of Palmas. The
methodology used was based on a qualitative approach, in the form of a case study,
combining the techniques of content analysis, through the focus group and document analysis.
The results presented supporting evidence of the hypotheses formulated in this research
regarding the access to the portal only by a specialized public. As for the legal analysis, the
evidence showed that the Portal complied with 60% of the determinations provided for in
Law 12,527/2011, Law on Access to Information, and in LC 131 of Complementary Law
131/2009, known as the Transparency Law. |
