Resumo:
The Covid-19 pandemic, declared by the World Health Organization on March 11, 2020, generated serious consequences, like the death of millions of people around the world, the illness and perpetuation of sequelae caused by the coronavirus, the worsening of social inequalities and poverty, overcrowding of the health system, among others. In the list of people most susceptible to the development of the severe form of Covid-19 disease are the elderly. In this scenario, measures to slow down the contamination by the new virus were adopted by the states, as it spreads quickly, with no specific treatment for the disease, which can lead to a collapse in the health system. Faced with this health crisis, this research was guided by the following guiding question: in what way did the Tocantins municipalities of Araguaína, Araguatins and Tocantinópolis act to protect the elderly during the Covid-19 pandemic? The time period selected to limit the research period was March 11, 2020 to October 2, 2020, the territorial limit encompasses the Tocantins municipalities of Araguaína, Araguatins and Tocantinópolis, all covered by the QualiTOPAMA Central Project. The main objective of the research was to evaluate the municipal legal norms aimed at the protection of the elderly in the cities of Araguaína, Araguatins and Tocantinópolis, in the context of the new coronavirus pandemic. There were three specific objectives, the first aimed to identify, in laws and decrees of the selected municipalities, the excerpts expressly directed to the elderly that have as their main focus the confrontation of the Covid-19 pandemic process, grouping them into thematic categories; the second proposed to synthesize the requests made in judicial processes of the Tocantins Districts of Araguaína, Araguatins and Tocantinópolis whose main subject is COVID-19 and judged within the established time limit; the third was responsible for proposing a set of rules that must be observed by the municipalities of Tocantins for the formulation of protocols for serving the elderly, respecting the particularities of this group and avoiding social exclusion. This technical report adopted a critical-dialectical approach and content analysis to treat the information and data collected. As for the classification of this research, it is characterized as empirical, applied, with a qualitative approach and descriptive objectives, with technical, documental and bibliographic procedures. In this case study, it was found that all processes analyzed in the defined period were judged without resolution of the merits and the two main requests were: health demands and request for declaration of unconstitutionality of municipal regulations; regarding the analysis of municipal laws and decrees, noting that specific regulations were intended for the elderl
