Resumo:
The Municipal Health Councils, as well as the other Councils, were created for the participation of various actors in society in decision-making. Thinking about these deliberation spaces, the purpose of this dissertation was to specifically raise the levels and characteristics of the Municipal Health Councils of the 17 (seventeen) municipalities that make up the Health Region of the Middle North Araguaia in the State of Tocantins, from the perspective of Social Management . To carry out this analysis, studies on Social Management, Deliberative Citizenship and their Categories developed by Tenório et al. (2008), who discuss the theme through the existence of the following categories: discussion process; inclusion; pluralism; participatory equality; autonomy; and vision of the common good. Each of these categories has certain criteria that must be met for the existence of Social Management to be possible. These criteria help us to identify characteristics such as: transparency; intelligibility; collective decision-making, without coercion; dialogicity, among others, that are relevant in Social Management and Deliberative Citizenship. Data collection took place through quantitative means, applying a closed questionnaire using the technological tool of Google Forms, with feedback from 11 (eleven) municipalities in the Region of the Middle North Araguaia, the respondents were holders and substitutes, representatives of users, workers of the health, health service providers and government representatives. In consolidating the information, descriptive statistical analysis was used. The results indicate a good incidence of the exercise of deliberative citizenship corroborating in a good effectiveness of the social management.
