Resumo:
The main objective was to analyze the similarities of the Multi-Year Plans of the State of Tocantins (2012 to 2023) with regard to the themes of health, education, and employment and income. The problem of the research was to know the level of similarity of the objectives of health, education, employment and income in the Multi-Year Plans of Tocantins (2012-2023). To this end, mixed methods, "quali-quanti", were used as a tool to analyze the data from the Multi-Year Plans of the period under study. In this way, documental research and a content analysis of the plans were carried out as a way to identify the objectives. For the quantitative research the technique of similarity analysis through Jaccard's index was used. The results showed that, when considering the three themes, there is an important similarity between the three multi-year plans studied, since the coefficients found present similarities above 62%. When analyzing the coefficients per theme, it was noticed that the coefficients found among the objectives of the multi-year plans regarding health and education were above 64%, i.e., a rate considered significant. On the other hand, employment and income showed a coefficient below 45%, a similarity index considered low between the first two plans, that is, PPA 2012- 2015 and PPA 2016-2019. However, the Jaccard index found between the last two plans, PPA 2016-2019 and PPA 2020-2023, was 100%, that is, the two plans are totally similar. Despite the importance of job and income generation for regional development, this theme has no norms, in the fields of the CF (88), the LDO and LOA, that creates obligatory linking of public revenues to this theme, even though there is the National Plan for Regional Development that presents guidelines for this policy in Brazil.
