Resumo:
The object of this study is the implications of Constitutional Amendment 95 against the budget of the National Student Assistance Program - PNAES, intended for the Federal Institute of Education, Science and Technology of Tocantins, considering the main objective to dissertate on the education policy against the dictates of the current Fiscal Regime, elucidating the budget cuts for funding student assistance at the Federal Institute of Education, Science and Technology between the years 2017 and 2022. To achieve the results, the methodological path followed is based on a qualitative and quantitative approach to make possible a descriptive approach, based on a bibliographic and documentary review. In this way, we analyze the concepts of State, economic crises, education, professional and technological education, reform, and counter-reform, trying to capture the interfaces of the rise of neoliberal policies as a mechanism of capitalist accumulation. From the contextualization it was possible to understand some aspects, among which we highlight the political nature of the management of the education budget, based on the invisibilization of the dispute for the public fund as the foundation and tendency of the financialization of public wealth and political domination.
