This work focused on contextualizing, through contextual analysis, the public policies
regarding the prevention and support of children and adolescents who are victims of
sexual violence in the city of Araguaína, in the northern region of the state of Tocantins.
It is understood that sexual violence against children and adolescents is multifactorial.
Thus, the public policies of the city of Araguaína were explored in terms of their role in
preventing and combating sexual violence against this population, structured around
three pillars: public policies, sexual violence against children and adolescents, and
urbanization. To achieve this, a bibliographical review of public policies was conducted,
exploring their historical context, concepts, and differences between analysis and
evaluation. A bibliographical review was also carried out on the history of children and
adolescents, highlighting a certain historical difficulty in recognizing childhood and
adolescence. The development of laws that generated public policies for the defense
of Brazilian children and adolescents, as present in the 1988 Federal Constitution and
the ECA (Statute of the Child and Adolescent), was also explored. Finally, the process
of urbanization was discussed as one of the possible causes of sexual violence among
children and adolescents. A survey of municipal public policies was conducted and
compared with the SSP-TO database of occurrences in the city of Araguaína. It was
observed that there was a certain effectiveness of municipal public policies. This work
concludes by emphasizing the coordinated collaboration between the State and
society through more assertive dialogues, aiming to promote more effective policies
for sexual violence among children and adolescents on the political agenda.
Furthermore, it is important to have access to the quantity of records, not only from the
public authorities but also from society, in order to hold the government accountable
for the implementation of existing laws and public policies, as well as the development
of new measures that address the city's needs. |
