The main objective of this research is to conduct a political analysis of Norway's
foreign actions, its companies, and their environmental impacts in Brazil. A case
study was conducted on Norsk Hydro's activities in Barcarena, Pará, to identify the
contradictions between Norway's environmental foreign policy and the impacts of the
international activities of its natural resource companies. The theme was approached
based on two main works: "The struggle for the forest" by Leira from 2020 and Brazil-
Norway: building partnerships in areas of strategic importance by Guimarães from
2011, which help in the proposal to relate the Norwegian sets of interests to the
search for social and economic development in Brazil, understanding its
environmental and commercial insertion. With monitoring through data provided by
government agencies and scientific research, the existence of contradiction of
Norwegian socio-environmental responsibility in the Legal Amazon was verified. The
case of Barcarena allows us to conclude that the partnership of the two countries is
inserted in an unequal panorama, in which the largest donor of the Amazon Fund is
the same country whose companies have a history of severe environmental impacts
in Brazilian territory.
