Resumo:
The integration between planning and budget has gained ground in the last years. The management of resources that provide the activities of a public agency must be guided by the principles that govern the public administration, based on legality, accountability and its right application. In case of a complex organization, such as a Federal University, the challenge to be overcome is to manage increasingly scarce resources with efficiency and thereby fulfill with its mission and reason of existence. For that, integrate the plan and budget within these agencies it is imperative once the monitoring of this integration is the thermometer for measuring what the managers designs as priorities and its effective range. In this context, this study aimed to contribute to the management of the Federal University of Tocantins (UFT), through a model of integration between the institutional planning and budget available to support them, becoming a tool in the decision-making process and management’s optimization. The adoption of the proposed model could be used, not only to give continuity to the mechanisms of planning have already exist in the institution, but also as an openness to a new paradigm in budget management, pointing to a decentralized management. At the end of the study, was it was developed a structural modeling that will defend the model proposed and, thereby, become an insertion tool to other managers in the decision making and planning in the UFT’s context.
