Resumo:
Historically, in Brazil, the filling of positions and functions of trust is an issue that has generated many discussions and concerns in public administration, due mainly to the implications of the power of discretion of the nominator. Thus, this research aimed to discuss in the ambit of the bureaucracy, Brazilian culture and meritocracy the filling of management positions and gratified functions at the Rectory of the Federal Institute of Education, Science and Tocantins Technology (IFTO). Thus, it developed a case study in the unit in question. For data collection, it was interviewed with the aid of semi-structured the Rector and the Institutional Deans. In addition, it was applied a questionnaire Likert type scale for the servers located in the unit with aim of identifying their perception when the nomination process to positions and gratified functions. For data analysis were used the content analysis techniques, descriptive statistics and Pearson correlation coefficients. Given the above, we noticed that the form of choice for servers bases itself on the experience and development of internal work, therefore, there is no procedures and formalized designation policies. Although they are all occupants of positions and gratified functions effected in the institution, it was possible to note, based on the results, the participation of staff in internal electoral campaigns has influence in the designation process. Furthermore, It was noted evidence of some cultural traits, among them, personal similarities, the collectivism and the hierarchy. On the other hand, the correlation test showed that the indications it will positively influence the working environment, in a higher level, as the same prioritize a greater degree, the capacity and the merit.
