Environmental management emphasizes the set of administrative, executive and
legislative procedures that allow to prevent and solve environmental problems, the
municipalities space gain prominence. The study focuses on the exploration of mineral
substances mining activity for immediate use in civil construction, seeks to identify the
competence of the municipality of Belterra, state of Pará – Brazilian Amazon to license
and inspect the activity. Document based research, with factual situation analysis to
relates to combating pollution in any of its forms, however, what is identified is that the
municipality has fragility when it lacks financial and human resources, and it does not
have a local environmental management structure, that allows itself to license and
supervise economic activity when the source of pollution is the mining activity of
mineral substances for immediate use in civil construction is one of the main sources
of income of municipality.
