This study aimed to review the content of the law on subdivision, use and occupation
of land (LPUOS) of the city of Santarém, by comparing the original law -
complementary law project 007 \ 2012 - with law 1221/2017 and with what was
approved - complementary law 11/2017. A survey of the context of the creation of
LPUOS at the national level was presented, seeking foundation in the supreme law
of Brazil, the Federal Constitution of 1988, in addition to the federal law of land
subdivision, n° 6766/79. Social and environmental conflicts related to the content of
the LPUOS were portrayed, such as the case of the occupation of Juá, and the
burnings and real estate speculation in the environmental protection area of Alter do
piso. The methodology used for the elaboration of this study was a bibliographical
and documental review, through consultation of the existing legislation databases in
the municipality of Santarém, performing comparative law. It was concluded,
therefore, that it is necessary to implement urban legislation consistent with the local
environment, making a readjustment to the reality of an Amazon city, taking into
account, mainly, the opinion of those who experience and suffer the consequences of
the current reality, a Santarene population.
