It is pertinent to reflect that public health policies are structured at the national level, in a general way, being policies implemented in general, in a single way, to meet different scenarios. This context implies the implementation of actions and services that are the responsibility of the state and municipal spheres, being offered without considering the territorial and cultural particularities that make up Brazil. Public policies for health are extremely necessary, but they are fragile policies, which guide the disproportionate distribution of services, actions and health care establishments. Encompassing the discussion of these policies is extremely relevant, given that they can support decision-making by competent agents and support coherent information regarding the health of specific groups in our society. Given the above, the present study aimed to analyze public policies in Brazil for the prevention of breast cancer in the last 10 years. The study was developed in a qualitative, exploratory and descriptive approach, of the Integrative Literature Review type, with collection of secondary data from official and electronic databases. The research was carried out in three stages: the first stage consisted of searching for information on the official website of the National Cancer Institute (INCA), the Virtual Health Library (BVS) and the open Internet (Google); the second stage consisted of the construction of the RIL, which deals with the elaboration of a very comprehensive analysis of the literature, was developed following the six phases, described by Galvão; Sawada; Trevizan (2004); the third stage of this research consisted of seeking information from the National Registry of Health Establishments (CNES) to structure the network of primary, secondary and tertiary services offered to women with breast cancer. When approaching the prevention of breast cancer through public health policies, it became evident the need to structure actions aimed at women with breast cancer, in addition to the consolidation of existing policies, as these policies become essential for women to have access to comprehensive health care. In this study, by making the parallel between public policies in relation to breast cancer, the integrative review of the literature on the vulnerabilities that are present in the different life contexts of thousands of women affected with this neoplasm, and the services offered at the local level in primary, secondary and tertiary level, it was found that despite all the knowledge about the magnitude of breast cancer, public policies in 10 years for this population are general and fragile, not meeting the needs of the many scenarios in which these women are inserted, this fact corroborates the difficulties experienced in accessing health services in the various regions of the country. In the studied region, there is a cluster of health services in the urban area and precariousness of these services in the plateau and rural areas. And in view of this, they impact the large number of health vulnerabilities that affect women, raising the self-mortality rate from breast cancer.
