However, the related policies remain gender blind. This article discusses two main arguments. First, the silence about the women roles and places in fishing correlates to the vulnerability of many coastal communities in northern and southern countries. Second, fisherwomen movements have contributed to disrupt the status quo and to provide them access to empowerment policies, notably in relation to spaces and social rights. At the same time, their social movements aim to foster the local communities' capacities to manage their common resources, to adapt to social and environmental complexities and to promote gender equity. Empowerment process is complex and contradictory. Cresce o número de estudos abordando o setor pesqueiro sob uma perspectiva de gênero, indicando que esse é fundamental para se entender como mulheres e homens participam da pesca e vivenciam os riscos ligados às recentes mudanças do setor. Contudo, políticas setoriais ainda têm dificuldade em incorporar a dimensão de gênero. Este texto evidencia dois argumentos principais. Primeiro, o silêncio sobre a questão feminina articula-se à situação de vulnerabilidade, característica de grande parte das comunidades pesqueiras, em países no "norte" e no "sul". Segundo, movimentos de mulheres pescadoras têm contribuído para questionar o status quo e inscrevê-las em políticas de empoderamento, sobretudo no que toca a espaços e direitos sociais. Ao mesmo tempo, esses movimentos buscam recuperar a capacidade que sistemas locais comunitários de gestão de recursos naturais têm demonstrado de adaptação à complexidade socioambiental e de respeito ao protagonismo feminino.
