However, to be successfully implemented, these policies go through great challenges that are intrinsic of its elaboration, with regard to the participation of local collectivities, spreading of information and even lack in management process after these policies are applied. This research aims to identify through the study of this territory the process of implementation and progress of the Citizenship Territories Program, , which purpose is to reduce social inequalities and promote a sustainable territorial development, considering the local and regional peculiarities and the effectiveness of the same in the territory, discussing in a territorial approach the contribution under this program for the efficient social management in the territory, from the performance of the Territorial Development Board (CODETER) and its contribution to the Sustainable Rural Territorial Development. This research has been done by Participant Research, through direct contact with the facts and participation and observation of meetings and plenaries. For both, was elaborated a theoretical and conceptual basis of the subjects covered; presented a survey of southeastern Pará features from its evolutionary history of use and occupation until the present context and creation of the territory of citizenship; conducted an analysis of the planning process and participation of local collectivities through an analysis of the construction and implementation of the Territorial Sustainable Rural Development Plan in Southeastern Pará, which was elaborated in the year 2010; We also discuss the performance of CODETER as public space for debate and social management of the territory, this axis will seek to analyze the actual contribution of CODETER in the process of sustainable rural development and regional integration. We can conclude with regard the territorial management, that despite the historical construction of the Territory through numerous debates to think and / or coordinate public policy, currently occurs a process emptying these spaces of debate, especially the lack of social movements and municipal councils, which complicates the management and effective implementation of the development plan, this fact makes it difficult the territorial management and consequently the process of sustainable rural development and territorial integration. We observed that this public policy is still not very significant to overcome the developmental model and unequal of the territory, therefore, is not being given due importance, both by social movements as well as by various public institutions, making it difficult to obtain really effective results and the promotion of sustainable rural development of the territory. O Território da Cidadania do Sudeste do Estado do Pará passou por grandes transformações e ciclos produtivos, e vem recebendo políticas e programas do governo federal. Contudo, para serem implementadas, essas políticas passam por grandes desafios que estão intrínsecos à sua elaboração no que diz respeito à participação das coletividades locais, repasse de informações, até a falta de gestão e monitoramento pós-implementação dessas políticas. Esta pesquisa visa identificar por meio do estudo desse território o processo de implementação e andamento do Programa Territórios da Cidadania, cujo objetivo é promover o desenvolvimento territorial sustentável considerando as peculiaridades locais e regionais, bem como a eficácia do mesmo no território, discutindo numa abordagem territorial a contribuição desse programa para a gestão social no território, a partir da atuação do Colegiado de Desenvolvimento Territorial (CODETER), bem como a sua contribuição para o Desenvolvimento Territorial Rural Sustentável. Esta analise foi realizada por meio da Pesquisa Participante, por meio do contato direto com os fatos e participação e observação de reuniões e plenárias. Para tanto foi elaborado uma base teóricoconceitual sobre os assuntos abordados; apresentado um levantamento das características do sudeste paraense a partir da sua história evolutiva de uso e ocupação, até o contexto atual e criação do território da cidadania; realizado uma analise do processo de planejamento e participação das coletividades locais por meio de uma analise da construção e execução do Plano Territorial de Desenvolvimento Rural Sustentável do Sudeste Paraense elaborado em no ano de 2010; também foi discutida a atuação do CODETER, como espaço público de debate e gestão social do território, neste eixo buscar-se-á analisar a real contribuição do CODETER no processo de desenvolvimento rural sustentável e integração territorial. Podemos concluir no que se refere à gestão territorial, que apesar da construção histórica do Território por meio de inúmeros debates para pensar e/ou coordenar políticas públicas, atualmente acontece um processo esvaziamento desses espaços de debates, especialmente pela ausência dos movimentos sociais e conselhos municipais, o que dificulta a gestão e aplicação efetiva do plano de desenvolvimento, este fato dificulta a gestão territorial e consequentemente o processo de desenvolvimento rural sustentável e integração territorial.
