Considering the low performance of Ananindeua in the sanitation service offer (second last placement in the National Ranking in 2018), it was assumed that, even though the existence of a legal framework to guarantee the provision of a quality service, it is necessary to adopt an adequate policy, able to meet the demand and promote the universalization of access in the municipality. The method of case study and qualitative approach was adopted as strategy. The technical procedures for collecting data were the bibliographical, documentary and field research, carried out through semi-structured interviews, with actors and institutions involved in this public policy in the municipality. There were several weaknesses in meeting the following requirements: planning and municipal plan for basic sanitation; regulation and inspection of sanitation services; establishment of the rights and duties of users; participation and social control and municipal information system on sanitation; it was concluded that the service holder does not adequately comply with the guidelines established in the NSL, demonstrating the damages resulting from this context and making recommendations for the improvement of sanitation services in Ananindeua, as required by Law n. 11.445/2007. Esta pesquisa buscou analisar a política pública municipal de saneamento básico em Ananindeua (PA), mais especificamente no que tange ao atendimento da diretriz relacionada ao exercício da titularidade, artigo 9° da Lei n° 11.445/07, conhecida como Lei Nacional do Saneamento Básico (LNSB), que estabelece os requisitos que devem ser observados pelo titular do serviço na formulação e implementação da respectiva política. Considerando o baixo desempenho de Ananindeua na oferta do serviço de Saneamento (penúltima colocação no Ranking Nacional em 2018), partiu-se do pressuposto de que, mesmo possuindo arcabouço legal para garantir a prestação de um serviço de qualidade, faz-se necessária a adoção de uma política adequada, capaz de atender à demanda e promover a universalização do acesso ao saneamento no município. Adotou-se como estratégia o método de estudo de caso e abordagem de caráter qualitativo. Os procedimentos técnicos para a coleta de dados foram a pesquisas bibliográfica, documental e de campo, realizada por meio de entrevistas semiestruturadas, com atores e instituições envolvidos nessa política pública no Município. Verificaram-se diversas fragilidades no atendimento aos seguintes requisitos: planejamento e plano municipal de saneamento básico; regulação e fiscalização dos serviços de saneamento; fixação dos direitos e deveres dos usuários; participação e controle social e Sistema de informações municipal sobre saneamento; concluindo-se que o titular do serviço não atende adequadamente às diretrizes estabelecidas na LNSB, demonstrando-se os prejuízos decorrentes desse contexto e efetuando-se recomendações com vistas à melhoria dos serviços de saneamento em Ananindeua, conforme preceituado na Lei n° 11.445/07.
