Examines the strategies used by these resource users in confronting this problem, as the institutional arrangements known as fisheries agreements, an initiative by the users of the fishery resource in the region, that after several discussions and meetings with others involved in resource utilization, define usage rules, such as the prohibition of certain equipment regarded highly predatory, prohibition periods of catch for the renewal of stocks, banned sites to ensure reproduction of species, among other measures aimed at sustainable use of resources. Fisheries agreements have been recognized by government agencies, including the IBAMA - as a viable measure community management, mainly due to the involvement of direct users of resources, which help in monitoring the agreements, one of the main difficulties of the government due to large extent of areas of the region. The work was based on field research and interviews with the use of resources and user communities with members from government agencies, aiming to monitor the process of discussion and creation of fisheries agreements and to identify the main difficulties in its implementation, its main strengths and its potentiality. We analyzed reports of Eletronorte, fisheries statistics from various government agencies and fishing agreements mainly built by the community, with a sample of 18 of these documents, and minutes of community meetings that dealt with the attempt to ensure the rational and sustainable use of this important resource for region. The conclusion is that there is a process of increased fishing effort with indices of refraction of inventories recognized both by researchers and by national government and the fisheries agreements, which are based on the event "traditional" fishermen, are a measure of great potential to guide more rational attitudes by fishermen regarding the use of resources, but must be combined with other policy actions on a larger scale so that we can envision a reality of sustainable use of fishery resources in the region. Este trabalho pretende analisar o processo de reação dos usuários de recursos pesqueiros da Região do Baixo Tocantins no Estado do Pará, área localizada entre dois grandes projetos da Amazônia: Abras/Alunorte e Usina Hidrelétrica de Tucuruí e que está relacionada com o processo crescente de escassez de pescado na região. Estuda as estratégias utilizadas pelos usuários desses recursos no enfrentamento desse problema, como os arranjos institucionais conhecidos como acordos de pesca, de iniciativa dos próprios usuários dos recursos pesqueiros da região, que, depois de várias discussões e reuniões com outros envolvidos na utilização de recursos, definem regras de uso, como a proibição de determinados equipamentos considerados altamente predatórios, períodos de proibição das capturas para renovação dos estoques, locais proibidos para garantir reprodução das espécies, entre outras medidas cujo objetivo é o uso sustentável dos recursos. Os acordos de pesca têm sido reconhecidos por órgãos governamentais – entre os quais o IBAMA – como uma medida viável de manejo comunitário, principalmente devido ao envolvimento dos usuários diretos dos recursos, que ajudam na fiscalização dos acordos, uma das principais dificuldades dos órgãos governamentais devido à grande extensão das áreas da região. O trabalho se baseou em pesquisa de campo e utilizou entrevistas com as comunidades usuárias dos recursos e com membros de órgãos do governo, visando acompanhar o processo de discussão e criação dos acordos de pesca e identificar as principais dificuldades na sua implementação, seus principais pontos positivos e suas potencialidades. Foram analisados relatórios da Eletronorte, estatísticas pesqueiras de diversos órgãos governamentais e principalmente acordos de pesca construídos pelos comunitários, com uma amostra de 18 destes documentos, além de atas de reuniões comunitárias que trataram da tentativa de garantir o uso racional e sustentável desse importante recurso para a região. A conclusão é de que existe um processo de aumento de esforço pesqueiro com indícios de refração de estoques reconhecidos tanto por pesquisadores como por órgãos governamentais e de que os acordos de pesca, que se baseiam no conhecimento “tradicional” dos pescadores, são uma medida de grande potencial para orientar atitudes mais racionais por parte dos pescadores em relação à utilização de recursos, mas que precisam ser combinados com outras ações políticas de maior envergadura para que se possa vislumbrar uma realidade de uso sustentável de recursos pesqueiros na região. 2019-05-08T19:46:42Z 2019-05-08T19:46:42Z 2011-05-05 Tese VILHENA, Josiel do Rêgo.
