The study investigated the voluntary transfer of Union resources to Solid Waste Sector of Belem of Pará, in a period from 2012 to 2015. In the research, classified as exploratory descriptive, were identified the legal obligations of the Municipality , a poor infrastructure and an unsustainability economic and finacial. Although of the collection of solid waste fee have been each time less than the operational expenditures, the capital of Pará state did not submit any proposal to this line of financing of federal government. Notwithstanding the existence of favorables factors for the conclusion of these instruments, as the regularity in the Cadastro Auxiliar de Transferências Voluntárias (CAUC) and the availability to achievement of counterpart, was found the predominace of negative interferences, related to instruments of planning and management of sector at municipal association and to capacity from institutional demands. So, considering that the capture of this resources is an oportunity to improve the infrastructrure and management of Solid Waste Sistem, in the work, were suggested modifications in unfavourable points and fortification of favourables factors for the municipality of Belém, always observing the guidelines established at Federal Law nº 12.305/2010 – National Policy of Solid Waste
