The theoretical basis of the work is anchored in the following axes. First, the evolution of the sanitation sector in Brazil is discussed. Then the planning of the sector comprising the instrument at the federal, state and municipal levels. Then, the issue of water supply management, efficiency, sustainability, information system, indicators, regulation and ends with the participation and social control of the sector. The methodology of the work is descriptive, bibliographical and documentary. The stages were defined for the evaluation of the services rendered, the demographic evolution and its impact on the evolution of services followed by the propositions for structuring the sector in the Municipality of Breves. Results obtained in the research show that the legal obligations of the municipality in the area of infrastructure are insufficient, in the aspect of economic, financial sustainability, the system is deficient, and the impact on the population in the next 20 years is deeply negative considering the management of the infrastructure and the instruments of municipal planning. The research proposed a set of actions for the structuring of the water supply sector in the municipality covering the following aspects: elaboration and / or updating of the basic sanitation plan involving its essential dimensions, delegation of regulation, efficiency, social control, creation of an administrative body to coordinate the reformulation of the plan and the treatment of information in the sanitation sector of the Municipality of Breves. The research found that the greatest challenge for municipal management in the sanitation sector is to promote the universalization of the water supply for the population, fulfilling what was established in the current legislation O objetivo desta pesquisa é analisar os desafios relacionados à implementação da universalização do abastecimento de água para a população do Município de Breves, no Arquipélago do Marajó, Estado do Pará, face ao previsto na legislação atual do setor. A base teórica do trabalho ancora-se nos seguintes eixos. Primeiro discute-se a evolução do setor do saneamento no Brasil. Em seguida, o planejamento do setor compreendendo o instrumento nas esferas federal, estadual e municipal. Depois, a questão da gestão do abastecimento de água. Após isso, trata-se de aspectos relacionados a operação do sistema de abastecimento de água, eficiência, sustentabilidade, sistema de informação, indicadores, regulação e finaliza-se com a participação e controle social do setor. A metodologia do trabalho é de natureza descritiva, bibliográfica e documental. As etapas foram definidas para avaliação da prestação dos serviços, a evolução demográfica e seu impacto na evolução dos serviços seguida dos elementos propositivos de estruturação para o setor no Município de Breves. Resultados obtidos na pesquisa demostram que as obrigações legais do município na área de infraestrutura são insuficientes, no aspecto da sustentação econômico-financeira o sistema é deficiente e, o impacto na população nos próximos 20 anos é profundamente negativo considerando a gestão da infraestrutura e os instrumentos de planejamento municipal. A pesquisa propõe um conjunto de ações para a estruturação do setor de abastecimento de água no município abrangendo os seguintes aspectos: elaboração e/ou atualização do plano de saneamento básico envolvendo suas dimensões essenciais, delegação da regulação, eficiência, controle social, criação de instância administrativa para coordenar reformulação do plano e o tratamento da informação do setor de saneamento do Município de Breves.
