It is worth mentioning the existence of a large amount of women threatened with violence in this municipality that remains in privacy, whereas those ones who are able to expose it do not receive specialized assistance. For this purpose, this study analyzes management work and its participation in public policies aiming at guaranteeing women’s rights; assesses services and agencies for women threatened with violence; and characterizes social, economic and cultural profile of women complaining about violence; and verifies how municipal public management, through public policies, contributes to decrease women’s social vulnerability. It uses concepts of public management, public policies, violence, and human rights from the theoretical apparatus researched. Methodologically, it is classified as descriptive and exploratory, characterized as quantitative and qualitative. It is based on biographical, document and field research. It uses techniques for semi-structured interviews, applied to the agents of assistance service for women threatened with violence; and for questionnaires for data collecting, applied to a sample of female victims. Besides document, observational, and statistical survey. It is possible to infer that the context of public policies for women does not favor its effectiveness. The actions carried out do not provide comprehensive solutions, and are not thought nor directed to this population. Despite the improvement of regulatory instruments, the assistance provided is still not enough. This study is, therefore, considered relevant since it contributes to the knowledge about public policy development and instruments that promote women’s rights Nesta dissertação de mestrado, trata-se da discussão sobre a efetividade da gestão pública no Município de Breves, Pará, em relação à política pública para a mulher, com enfoques ao enfrentamento à violência doméstica e familiar, bem como aos direitos humanos da mulher brevense. Destaca-se que existe, neste município, um número elevado de mulheres em situação de violência que continuam em âmbito privado, e as que conseguem denunciar não recebem atendimento especializado. Para tal, analisa-se a atuação administrativa e sua participação em políticas públicas com vistas à garantia de direitos da mulher; avalia-se os serviços e órgãos de atendimento à mulher em situação de violência; caracteriza-se o perfil sócio, econômico e cultural das mulheres denunciantes de violência; e verifica-se como a gestão pública municipal, por meio de políticas públicas, contribui para a diminuição da vulnerabilidade social dessa mulher. O estudo emprega os conceitos de administração pública, políticas públicas, violência e direitos humanos a partir do aparato teórico pesquisado. Metodologicamente, é classificado como descritivo e exploratório, caracterizando-se como qualitativo e quantitativo. Realiza-se por meio de pesquisa bibliográfica, documental e de campo. Utiliza-se as técnicas de entrevista semiestruturada, aplicada aos representantes dos serviços de atendimento às mulheres em situação de violência; de questionários para coleta de dados, aplicados a uma amostra de mulheres vítimas. Além de levantamento documental, observacional e estatístico. Infere-se que o contexto das políticas públicas para as mulheres não favorece sua efetividade. As ações desenvolvidas ainda não oferecerem soluções amplas, não são pensadas e direcionadas a essa população. Apesar dos avanços dos instrumentos normativos, o atendimento oferecido ainda é insuficiente.
