Therefore, when he woke up to reality, the environmental, economic and social damage had already gained large proportions, especially with regard to the damage caused by deforestation. Thus, this Master's Thesis aimed to research the importance of the Rural Environmental Registry (CAR) as an environmental management tool for promoting local development and combating deforestation in the Pará Amazon. It is an exploratory and ex-post facto research. This study it was based on bibliographic, documental and official data from public agencies, especially environmental agencies. Initially, an investigation it was carried out on the evolution of the CAR since its historical origin, from the perspective of different institutions in the region. In this context, the noticed that the creation of territorial management instruments and environmental management were taking place without planning and without data integration. Subsequently, the correlation between CAR action mechanisms and PRODES/INPE deforestation rates was analyzed for the Pará Amazon, in the period from 2016 to 2020. The comparison of these data was performed using the Pearson correlation coefficient, which measures the degree of linear relationship between two quantitative variables and demonstrates the degree of correlation through values between - 1 and +1. Soon after, the relationship of CAR with the Sustainable Development Goals (SDGs) it was demonstrated. The main conclusion is that deforestation can be easily identified through CAR. However, despite the growing number of CAR adhesions, deforestation rates in Pará's territory continued to grow. It is clear, as a result, that the CAR has not yet found an immediate action tool that can guarantee inspection and due control for forest conservation and effective punishment for those who deforest illegally. Thus, as the final product of the research, a Technical Note was prepared with the intention of informing about the importance of the CAR as an environmental management instrument for local development in the fight against deforestation in the region. This technical document it was used as a guide for the creation of a Digital Technical Note, in the format of a short and easy-to-understand video, something pioneering in academic and professional terms. A percepção tardia do homem em compreender que ele, desde sempre, foi parte integrante da natureza, o conduziu a utilizar os recursos naturais como se fossem infinitos. Assim, quando despertou para a realidade, os danos ambientais, econômicos e sociais já tinham ganhado grandes proporções, principalmente no que diz respeito aos danos causados pelo desmatamento. Desta forma, a presente Dissertação de Mestrado teve por objetivo pesquisar sobre a importância do Cadastro Ambiental Rural (CAR) como instrumento de gestão ambiental para a promoção do desenvolvimento local e combate ao desmatamento na Amazônia Paraense. Trata-se de uma pesquisa exploratória e, também, ex-post facto. Este estudo ancorou-se em análises bibliográficas, documentais e dados oficiais de órgãos públicos, sobretudo de órgãos ambientais. Inicialmente, foi realizada uma investigação sobre a evolução do CAR desde a sua origem histórica, sob a ótica de diferentes instituições região. Neste contexto, percebeu-se que a criação de instrumentos de gestão do território e gestão ambiental foram ocorrendo sem planejamento e sem integração de dados. Posteriormente, foi analisada a correlação entre os mecanismos de ação do CAR e as taxas de desmatamento do PRODES/INPE, para a Amazônia paraense, no período de 2016 a 2020. A comparação desses dados foi realizada utilizando o coeficiente de correlação de Pearson, que mede o grau de relação linear entre duas variáveis quantitativas e demonstra o grau de correlação através de valores situados entre - 1 e + 1. Em seguida, foi demonstrada a relação do CAR com os Objetivos de Desenvolvimento Sustentável (ODS). A principal conclusão é que o desmatamento pode ser, facilmente, identificado através do CAR. No entanto, apesar do crescente número de adesões ao CAR, as taxas do desmatamento no território paraense continuaram crescendo. Percebe-se, portanto, que o CAR ainda não encontrou uma ferramenta de ação imediata que possa garantir a fiscalização e o devido controle para a conservação florestal e a punição efetiva à quem desmata ilegalmente. Desta forma, como produto final da pesquisa, foi elaborada uma Nota Técnica com a intenção de informar sobre a importância do CAR como instrumento de gestão ambiental para o desenvolvimento local no combate ao desmatamento da região.
