The method employed here involves the deductive method because of the general, ie, the discussion about the Brazilian industrial policy, supported by the national policy for science, technology and innovation, and also the inductive method because it considers the particular (the company innovative), but located within a national system of technological innovations systemically involving the private sector and the public sector. For Schumpeter technological innovations are inducers of capitalist economic development, therefore, only new combinations that are discontinuous and causing changes in industry, to the point of changing market structures in capitalism, featuring true economic development. The main fi nding of this research shows that when it comes to formulating a technological and industrial policy, the structuring of a national network of technological innovations is an important step to stimulate the generation, adoption and diffusion of technologies, consequently, a national development policy industry must seek a systemic conjunction with the policy of technological innovation and foreign trade. O principal objetivo deste trabalho é discutir numa perspectiva teórica shumpeteriana a relevância estratégica normativa de uma política nacional de desenvolvimento industrial, centrada em inovações tecnológicas em um ambiente de competitividade sistêmica. O método empregado aqui envolve o método dedutivo, porque parte do geral, ou seja, da discussão sobre a política industrial brasileira, tendo como suporte a política nacional de ciência, tecnologia e inovações e, também, o método indutivo, porque considera o particular (a empresa inovadora), mas situada dentro de um sistema nacional de inovações tecnológicas envolvendo, sistemicamente, o setor privado e o setor público. Para Schumpeter, as inovações tecnológicas são indutoras do desenvolvimento econômico capitalista; portanto, somente as novas combinações que são descontínuas e que causam mutações industriais, a ponto de mudarem as estruturas de mercado no capitalismo, caracterizam o verdadeiro desenvolvimento econômico. A principal conclusão desta pesquisa revela que, no que tange à formulação de uma política industrial e tecnológica, a estruturação de uma rede nacional de inovações tecnológicas é um passo importante para estimular a geração, adoção e difusão de tecnologias. Consequentemente, uma política nacional de desenvolvimento industrial deve buscar uma articulação sistêmica com a política de inovações tecnológicas e de comércio exterior. CARVALHO, A.
