The escalation of the aforementioned pandemic exposed a complex set of socio-spatial vulnerabilities linked to the unequal insertion of the brazilian and amazonian territory in the technical and territorial division of labor, as well as the precarious conditions of urban and health infrastructure, essential elements for the fight against COVID-19. On a local scale, the population of the city of Belém was deeply impacted by a mostly unfavorable conjuncture added to the pandemic, which claimed thousands of lives. The high number of deaths in neighborhoods and territories on the outskirts of Belém should be highlighted here, indicating different scales, movements, rates of dispersion of COVID-19 and their possible links with levels of vulnerabilities and socio spatial inequalities, associated with accessibility to urban facilities, such as running water, sanitary sewage and housing conditions in Belém. In view of the particularities of the spatial condition of the city of Belém, this research is relevant due to the need to understand the territorial effects of the COVID-19 pandemic, from an interscalar movement in global and national dimensions. The hypothesis is defended that the current dynamics related to the territorial effects of COVID-19 are closely connected to the conditions of socio-spatial vulnerability in the city. The research, therefore, consists of a case study that, from a methodological point of view, will be carried out through a survey and bibliographic and documental analysis, cartographic production, qualitative systematic observations, application of survey and statistical analysis. Therefore, in that dissertation, the main elements of the research developed are presented, as well as a propositional path based on the dynamics of smartie cities for the consolidation of a sustainable city. CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior A pandemia de COVID-19 em escala planetária vem constituindo objeto de intensas mudanças no âmbito global, em múltiplas escalas, reverberando dilemas inerentes às condições e práticas sociais que se estabelecem ao longo da história. A escalada da referida pandemia expôs um conjunto complexo de vulnerabilidades socioespaciais vinculadas à inserção desigual do território brasileiro e amazônico na divisão técnica e territorial do trabalho, bem como, as precárias condições de infraestrutura urbana e de saúde, elementos essenciais para o combate à COVID-19. Em escala local, a população da cidade de Belém foi profundamente impactada por uma conjuntura majoritariamente desfavorável somado a pandemia, que vitimou milhares de vidas. Há que se ressaltar aqui o elevado número de mortes em bairros e territórios da periferia de Belém, sinalizando diferentes escalas, movimentos, ritmos de dispersão da COVID-19 e suas possíveis vinculações com níveis de vulnerabilidades e desigualdades socioespaciais, associadas à acessibilidade a equipamentos urbanos, como água encanada, esgotamento sanitário e condições de moradia em Belém. Tendo em vista as particularidades da condição espacial da cidade de Belém, esta pesquisa se faz relevante em razão da necessidade de se compreender os efeitos territórios da pandemia de COVID-19, a partir de um movimento insterescalar em dimensões global e nacional. Defende-se a hipótese de que as atuais dinâmicas relacionadas aos efeitos territoriais da COVID-19 estão intimamente conectadas às condições de vulnerabilidade socioespacial na cidade. A pesquisa, portanto consiste em um estudo de caso, que do ponto de vista metodológico será efetuado mediante levantamento e análise bibliográfica e documental, produção cartográfica, observações sistemáticas qualitativas, aplicação de inquérito e análise estatísticas.
