As a secondary objective, we sought to extend the post-Keynesian literature to the point where it relates to ecological macroeconomics. To achieve the proposed objective, the dissertation is divided into two chapters, the first chapter discusses the convergences and divergences between post-Keynesian theory and ecological macroeconomics and the second chapter explores the relationships between environmental risk, fundamental uncertainty during the process of decision making. The first chapter adopts a context of climate change where there is growing concern about environmental sustainability and financial stability. Thus, the characteristics of post-Keynesian theory and ecological economics are often associated, as it is considered that together they can contribute to solutions to economic, social and environmental problems. The first chapter performs a theoretical approximation between post-Keynesian theory and ecological macroeconomics, identifying their main convergences and divergences. From a bibliographic survey, it appears that the currents of thought have significant similarities and an approximation between the two is possible and can be beneficial for both. The second chapter points out that there is a need to fill the knowledge gap between the uncertainty of the occurrence of climate phenomena and the risk of these phenomena occurring and aims to understand the relationship between fundamental uncertainty and environmental risk in the context of the economic system and how this can affect the decision-making process. Based on a bibliographic survey, it appears that fundamental uncertainty is an intrinsic characteristic of environmental risk and negatively interferes with decision-making. There is a multiplication of the set of uncertainties associated with the absence or insufficiency of knowledge during the decision-making process, which adds to the uncertainty intrinsic to environmental risk. The final result is expected to contribute to the development of a post-Keynesian macroeconomics that takes environmental aspects into account. In this way, the present work contributes to the extension of the post-Keynesian literature in the point where it relates it to ecological macroeconomics, in addition to generating a new theoretical approach on the relationship between environmental risk, fundamental uncertainty throughout the decision-making process of decision. Este estudo tem como objetivo investigar a relação do risco ambiental com a incerteza fundamental que atua sobre o agente no momento da tomada de decisão, a fim de gerar uma nova abordagem teórica sobre a relação entre as variáveis. Como objetivo secundário, buscou-se estender a literatura pós-keynesiana ao ponto em que se relaciona com a macroeconomia ecológica. Para atingir o objetivo proposto, a dissertação está dividida em dois capítulos: no primeiro, são discutidas as convergências e divergências entre a teoria pós-keynesiana e a macroeconomia ecológica; no segundo, são exploradas as relações do risco ambiental e da incerteza fundamental durante o processo de tomada de decisão. O primeiro capítulo adota um contexto de mudanças climáticas em que existe preocupação crescente com a sustentabilidade ambiental e com a estabilidade financeira. Assim, as características da teoria pós-keynesiana e da economia ecológica são frequentemente associadas, pois considera-se que, juntas, elas podem contribuir com soluções para problemas econômicos, sociais e ambientais. O primeiro capítulo realiza uma aproximação teórica entre a teoria pós-keynesiana e a macroeconomia ecológica, identificando suas principais convergências e divergências. A partir de levantamento bibliográfico, constata-se que as correntes de pensamento possuem semelhanças significativas, assim, uma aproximação entre as duas é possível e pode ser benéfica para ambas. O segundo capítulo aponta que há necessidade de preenchimento da lacuna de conhecimento entre a incerteza de ocorrência de fenômenos climáticos e o risco desses fenômenos ocorrerem, tendo como objetivo compreender a relação entre a incerteza fundamental e o risco ambiental, no contexto do sistema econômico, e como isso pode afetar o processo de tomada de decisão. A partir de levantamento bibliográfico, constata-se que a incerteza fundamental é característica intrínseca do risco ambiental e interfere negativamente na tomada de decisão. Há uma multiplicação do conjunto de incertezas associadas à ausência ou insuficiência de conhecimento durante o processo de tomada de decisão, que se soma à incerteza, característica intrínseca do risco ambiental. Espera-se, como resultado final, contribuir para o desenvolvimento de uma macroeconomia pós-keynesiana que leva em conta aspectos ambientais. Dessa forma, o presente trabalho contribui com a extensão da literatura pós-keynesiana ao ponto em que se relaciona com a macroeconomia ecológica, além de gerar uma nova abordagem teórica sobre a relação entre o risco ambiental e a incerteza fundamental ao longo do processo de tomada de decisão.
