Therefore, we tried to identify what institutions watch over the expected public polices to tackle this kind of violence and what is the understanding by the heads of these institutions about this phenomenon. The Delegacy of Combat to the Discrimination Crimes and the Public Defender’s Office through the Human Being Nucleus were the two researched institutions of Belem. This is an exploratory research in which has been used a qualitative methodology of data collection: bibliographical examination, observation, and semi structured interviews. We detected with the results that: the discussion about homophobia has grown and shown to be increasingly present in the society; the law project which aims to combat homophobia is an important public policy in development. We conclude that the discrimination and the prejudice against sexual orientation pass trough explicit violent acts and hidden acts, for instance, to not witness the seen aggression. The homoerotic sexual orientation still being marginal for escape of the heteronormative standard. In Belem, add to that, there is no space for the full and free experience of living the sexuality without prejudices, which instigates further researches into this topic. Em 2009, no Brasil, foram registrados 195 assassinatos por homofobia. Deste total, 20 ocorreram na Região Norte do país. Este número suscita a discussão acerca da incidência da homofobia em Belém do Pará. Assim, buscamos identificar quais instituições zelam pelas políticas públicas previstas para combater este tipo de violência e qual a compreensão dos gestores das mesmas acerca deste fenômeno. A Delegacia de Combate aos Crimes Discriminatórios e a Defensoria Pública através do Núcleo de Direitos Humanos foram as duas instituições de Belém pesquisadas. Trata-se de uma pesquisa exploratória em que foi utilizada uma metodologia qualitativa de coleta de dados: exame bibliográfico, observações e entrevistas semiestruturadas. Dentre os resultados detectamos que a discussão sobre homofobia cresceu e mostra-se cada vez mais presente na sociedade; o projeto de lei que visa o combate à homofobia é uma importante política pública em construção. Concluímos que a discriminação e o preconceito contra a orientação sexual transitam entre atos violentos explícitos e atos velados, por exemplo, não testemunhar a agressão presenciada. A orientação sexual homoerótica ainda é marginal por escapar ao padrão heteronormativo. Em Belém, além disso, não há espaço para a vivência plena e livre da sexualidade sem preconceitos, o que instiga novas pesquisas dentro desta temática.
