The investigation consists of looking for answers regarding how the social actors who participate directly or indirectly in PA, articulate and enable collective and specific actions, in order to positively impact the construction of governance in these areas, with a view to biodiversity conservation. The study starts from the hypothesis that, although the bases that establish an environmental governance process in the PAs are defined by the State, the participation of social actors is a determining condition for the preservation of its ecosystem. That said, it should be noted that the research aims to comparatively analyze the construction of environmental governance from the perspective of collective action in: ESEC Taiamã and Guajará-Mirim State Park (PEGM), in Brazil, and Parque Nacional Noel Kempff Mercado (PNNKM), in Bolivia, to consider, mainly, what is done by various social actors with regard to the conservation of these units. For this, it was based on theoretical notions that address the concept and application of environmental governance, conservation units, sustainability and their connections with social participation. The methodological bases of this thesis are based on qualitative research, the corpus of the analysis was constituted based on primary data, bibliographical sources, field research, interviews and photographic records. The results reveal, in summary, that the participation and engagement of social actors in these PAs are crucial for the governance process and the protection of biodiversity. Esta tese trata da governança ambiental em áreas protegidas e seus entornos, situadas em contexto amazônico, mais precisamente na zona fronteiriça entre Brasil e Bolívia. A investigação consiste em procurar respostas que dizem respeito a como os atores sociais que participam direta ou indiretamente de AP, articulam-se e viabilizam ações coletivas e pontuais, a fim de impactar positivamente na construção da governança dessas áreas, com vistas à conservação da biodiversidade. O estudo parte da hipótese de que, embora as bases que instituem um processo de governança ambiental nas UC sejam definidas pelo Estado, a participação de atores sociais é condição determinante para a preservação de seus ecossistemas. Posto isso, cabe indicar que a pesquisa tem em vista o objetivo de analisar, comparativamente, a construção da governança ambiental sob a perspectiva da ação coletiva na ESEC Taiamã e Parque Estadual de Guajará Mirim (PEGM) no Brasil, e Parque Nacional Noel Kempff Mercado (PNNKM) na Bolívia; a considerar, principalmente, o que é realizado por diversos atores sociais no que diz respeito à conservação dessas Unidades. Para isso, fundamentou-se em noções teóricas que abordam o conceito e a aplicação da governança ambiental, Unidades de conservação, sustentabilidade e suas conexões com a participação social. As bases metodológicas desta tese se sustentam na pesquisa qualitativa, o corpus da análise foi constituído com base em dados primários, fontes bibliográficas, pesquisas de campo, entrevistas e registros fotográficos. Os resultados revelam, em síntese, que a participação e o engajamento de atores sociais nessas AP são determinantes para o processo de governança e a proteção da biodiversidade.
