There are also other regular councils in the municipality that deal with public environmental management issues. Public policies and academic-scientific productions recommend that environmental education (EA) induce civil society to actively participate in political life in the defense - in protected areas, or not - of natural resources involved in their social reproduction, where this participation, as long as is emancipated, it constitutes a structuring element of public environmental management, contributing to it, depending on the intentionality of the approach given to EA in its practice. On the other hand, studies indicate that there is weakness in society's participation in public environmental management. From this fragility of population participation and the instrumentality for public environmental management that EA makes possible through the emancipated participation of the population, we arrived at the formulation of the problem of this research, which aims to investigate the Social Representations of EA expressed by groups of actors who practice EA in Maracanã. The theoretical basis for carrying out this investigation included, in addition to the Theory of Social Representations, discussions by Brazilian researchers on EA and contributions from Social Management as an analytical field of organizational sciences. This is a qualitative, exploratory and descriptive research in terms of its objective, which used content analysis and the descending hierarchical classification of the iramuteq software to analyze the data, which were collected through interviews with semi-structured questions. The results showed that the approach to the conception of EA manifested by the social representations of the interviewed actors does not include the emancipated participation of the population as an intention of EA. From these conclusions, two products were prepared - an improvement course (aimed at the various actors who practice EA in the municipality) and a technical note (directed at the Municipal Public Power of Maracanã) - with a view to intervening to improve the conception of EA in the municipality of Maracanã in order for it to be understood and treated as a structuring element of environmental policies and as an inducer of the emancipated participation of the population in public environmental management. O município de Maracanã (PA), localizado Zona Costeira Amazônica, abriga em seus limites quatro unidades de conservação (UCs), sendo três de uso sustentável e uma de proteção integral, onde as de uso sustentável são geridas por seu próprio conselho deliberativo, constituído por representações e equidade de condições de participação de distintos setores da sociedade civil e de instituições públicas. Há também no município outros conselhos regulares que lidam com assuntos da gestão ambiental pública. Políticas públicas e produções acadêmico-científicas preconizam que a educação ambiental (EA) induza a sociedade civil a participar ativamente da vida política na defesa - em áreas protegidas, ou não - de recursos naturais envolvidos em sua reprodução social, onde essa participação, desde que seja emancipada, constitui elemento estruturante da gestão ambiental pública, contribuindo para a mesma, a depender da intencionalidade da abordagem que é dada à EA em sua prática. Por outro lado, estudos indicam haver fragilidade na participação da sociedade na gestão ambiental pública. Dessa fragilidade da participação da população e da instrumentalidade para a gestão ambiental pública que a EA possibilita por meio da participação emancipada da população, chegou-se a formulação do problema desta pesquisa, que tem por objetivo investigar as Representações Sociais da EA manifestadas pelos grupos de atores que praticam EA em Maracanã. O embasamento teórico para fazer essa investigação contou, além da Teoria das Representações Sociais, com as discussões de pesquisadores brasileiros sobre EA e com aportes da Gestão Social enquanto campo analítico das ciências organizacionais. Trata-se de uma pesquisa de corte qualitativo, exploratória e descritiva quanto ao seu objetivo, que utilizou a análise de conteúdo e a classificação hierárquica descendente do software iramuteq na análise dos dados, os quais foram coletados por entrevista com perguntas semiestruturadas. Os resultados mostraram que a abordagem da concepção da EA manifestadas pelas representações sociais dos atores entrevistados não contempla a participação emancipada da população enquanto intencionalidade da EA. Dessas conclusões, foram elaborados dois produtos - um curso de aperfeiçoamento (direcionado aos diversos atores que praticam EA no município) e uma nota técnica (direcionada ao Poder Público Municipal de Maracanã) - com vistas a intervirem para a melhoria da concepção da EA no município de Maracanã no sentido da mesma ser compreendida e tratada enquanto elemento estruturante de políticas ambientais e como indutora da participação emancipada da população na gestão ambiental pública. El municipio de Maracaná (PA), ubicado en la Zona Costera Amazónica, alberga dentro de sus límites cuatro unidades de conservación (UC), tres de las cuales son de uso sustentable y una de protección integral, donde las de uso sustentable son administradas por su propio órgano deliberante. consejo, constituido para la representación y igualdad de condiciones de participación de los diferentes sectores de la sociedad civil e instituciones públicas. También existen otros consejos ordinarios en el municipio que se ocupan de temas de gestión ambiental pública. Las políticas públicas y las producciones académico-científicas recomiendan que la educación ambiental (EA) induzca a la sociedad civil a participar activamente en la vida política en la defensa -en áreas protegidas, o no- de los recursos naturales involucrados en su reproducción social, donde esta participación, siempre y cuando emancipada, constituye un elemento estructurante de la gestión ambiental pública, contribuyendo a ella, dependiendo de la intencionalidad del enfoque que se le dé a la EA en su práctica. Por otro lado, estudios indican que existe debilidad en la participación de la sociedad en la gestión ambiental pública. A partir de esta fragilidad de la participación poblacional y de la instrumentalidad para la gestión ambiental pública que la EA posibilita a través de la participación emancipada de la población, llegamos a la formulación del problema de esta investigación, que tiene como objetivo indagar en las Representaciones Sociales de la EA expresadas por grupos de actores que practican EA en Maracaná. La base teórica para la realización de esta investigación incluyó, además de la Teoría de las Representaciones Sociales, discusiones de investigadores brasileños sobre EA y contribuciones de la Gestión Social como campo analítico de las ciencias organizacionales. Se trata de una investigación cualitativa, exploratoria y descriptiva en cuanto a su objetivo, que utilizó el análisis de contenido y la clasificación jerárquica descendente del software iramuteq para analizar los datos, los cuales fueron recolectados a través de entrevistas con preguntas semiestructuradas. Los resultados mostraron que el acercamiento a la concepción de EA manifestada por las representaciones sociales de los actores entrevistados no incluye la participación emancipada de la población como intención de EA.
