This dissertation brings to light the relevance of discussions on the dynamics and understanding of LGBTQIAP+ identities in their multiple daily lives involving gender relations and sexual diversity in the Brazilian socio-political context. It is a study based on the 1988 constitutional premise, which states that it is the duty of the state to promote the well-being of all, without prejudice to origin, color, age, or any form of discrimination. Its importance is therefore justified in three respects: a) Social, since the issue of promoting citizenship for vulnerable populations is a current debate in various fields, pointing to constant transformations and, consequently, advances and setbacks in Brazilian society over the last thirty years; b) Academic, since research related to LGBTphobia is of the utmost importance to encourage studies on the practice, delimitation and analysis of this type of violence, as a way of confronting all types of violence and prejudice, making a great contribution to scientific, social and political circles and, based on this understanding, it was also observed that there is still no debate on Organizational Management related to the LGBTQIAP+ population in the PPGAD/UFPA database, making the work unprecedented. c) Institutional Practice, since it can help in the creation, implementation, and maintenance of policies, as a conquest of rights for LGBTQIAP+ people in the country. In view of this, the research was mainly dedicated to qualifying the citizenship of this population, understood in the concept of Human Rights, with the aim of making it a reality, using statistical indicators generated by organizations, in this case the IBGE, as a possible instrument for the effectiveness of current policies carried out by the Brazilian state. Therefore, understanding that the problem of discrimination permeates the intersectionality of various social markers that make up Brazilian society, the study sought to
answer the question: What is the importance of adopting the terms "sexual orientation" and "gender identity" in government instruments for the dynamics of public policies for LGBTQIAP+ people? To achieve this goal, the methodological approach was qualitative research, as well as a systematic and bibliographical review of the themes necessary for critical and constructive interpretation in terms of identifying the political and identity processes of the movements and the violations of their rights. It also used documentary analysis of the activities conducted regarding public policies in Brazil, in the legislative, judicial, and executive spheres
from 1992 to 2022. The results led to an eminently historical observation and recovery of the memory of the struggles of the LGBTQIAP+ movement and the particularities of its achievements, through programs, plans and policies implemented in the aforementioned period, presenting themselves as advances but at the same time not so effective, with many failures and moments of setbacks. Another piece of evidence is the mismatch between government institutions when it comes to dealing with and resolving LGBTQIAP+ demands. Therefore,
during the research, it became clear that in contemporary Brazil, there is no official data on this population, which are important tools for legitimizing citizenship and guaranteeing rights. Therefore, as a final product, this highly significant research is presented as a contribution to the present and future debates on issues concerning the LGBTQIAP+ population in Brazil. |
