Specifically sought are: Identify the context, origins, and the grounds on which national policies were developed in Brazil for the upgrading of Basic Education professionals from the year 1990; Identify and analyze the Basic Education Policy in the State of Pará in the period 2007 to 2010 and its decisions to Career Plan, Career and Remuneration as an instrument for the upgrading of Basic Education professionals; Analyze Law n º 7.442/2010 the light of the theoretical value for the teaching of Basic Education with regard to career, remuneration and working hours. For this research we start from a literature search on the valuation of public teaching, career, working conditions and initial and continuing training. The procedure consisted of theoretical and methodological research a documentary character based on federal and state laws, involving legal and technical documents that were crucial to this investigation, as conference papers, conferences, educational books, among them, CONAE, CNTE, ANPEd, and ANFOPE SINTEPP. The conclusions reached can be inferred that although during the period 2007-2010 has been prepared a guidance document for the Basic Education Policy in Pará State, from the State Plan for Education, bearing in mind the issue of valuation of professional education of the state and within this the intention of deploying a Career Plan, Career and Remuneration, this path was full of great political and ideological clashes between two proposals, government and union and greater than has been the struggle to adopt a unified and PCCR to ensure direct earned, this, in its implementation, revealed itself as an instrument of little value to ensure the viability of the public teaching of Pará. CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior Esta investigação trata sobre a Política de Valorização do Magistério Público da Educação Básica, tendo como objeto de análise a Lei nº 7.442 de 02 de julho de 2010 que dispõe sobre o Plano de Cargos, Carreira e Remuneração (PCCR) dos profissionais da educação básica da rede estadual do Pará. De modo mais específico se buscou: identificar o contexto, as origens e os fundamentos nos quais foram desenvolvidas as políticas nacionais brasileiras para a valorização dos profissionais da educação básica a partir dos anos 1990; identificar e analisar a Política de Educação Básica no Estado do Pará no período de 2007 a 2010 e suas deliberações para o Plano de Cargos, Carreira e Remuneração como um dos instrumentos para a valorização dos profissionais da educação básica; analisar a Lei nº 7.442/2010 a luz do referencial teórico para a valorização do magistério da educação básica no que concerne à carreira, à remuneração e à jornada de trabalho. Para a realização desta pesquisa partimos de uma investigação bibliográfica referente à valorização do magistério público, carreira, condições de trabalho e formação inicial e continuada. O procedimento teórico-metodológico consistiu em uma pesquisa de caráter documental baseando-se em legislações federais e estaduais, envolvendo documentos jurídicos e técnicos que foram determinantes para esta investigação, como os documentos de conferências, congressos, cadernos da educação, entre eles, da CONAE, CNTE, ANPEd, ANFOPE e SINTEPP. As conclusões a que se chegou permitem inferir que embora durante o período de 2007-2010 tenha sido elaborado um documento orientador para a Política de Educação Básica no Estado do Pará, a partir do Plano Estadual de Educação, tendo presente a questão da valorização dos profissionais da educação da rede estadual e dentro deste a intencionalidade de implantar um Plano de Cargos, Carreira e Remuneração, esse caminho foi repleto de grandes embates políticos e ideológicos entre duas propostas, governo e sindicato, e, por maior que tenha sido a luta em aprovar um PCCR unificado e para garantir diretos já conquistados, este, na sua implementação, revelou-se como um instrumento de pouca viabilidade para garantir a valorização do magistério público paraense. 2012-09-11T13:27:40Z 2012-09-11T13:27:40Z 2012-06-27 Dissertação SOUZA, Michele Borges de.
