Resumo:
This study has objective to analyze role and participation of various social actors in the implementation of the public policy for tourism in Soure, in the Marajó Island, the States of Pará, Brazil. The Policy Analyses of implementation of the Regionalization Program, describes the implementation system of the public policy for tourism; specifies who are actors involved, and comprehends how these organized actors perform in the implementation of these public policies. The first section presents the public policy of each level of the governments, through which considers the role of the authorities, the contents, the process, and the evaluation. The second section presents the results of the field study about the organizations and their participation in the public policies in Soure. The results comprehend the difference of the logics between the federal/state government and the local government. It is caused by lack of the concept on the sustainable tourism development. Also, the discontinuity of politics in the scene where takes place the policy, is noted in its implementation. As for local organizations, the problem is that they are not yet in the stage to be able to maintain them. To interpret this situation, it is utilized theories about social capital, with the social structure and the cultural views, the theory of social systems, and the concept of the local development and of the sustainable tourism development.
