This paper discusses the multiple exogenous and endogenous determinations about the process of popular participation developed by the Government of Pará State, through its Urban Development Policy, with minimum time frame Urban Development Project Sweet Stream and has a commitment to identify and analyze these guidelines in the design planning of the Government of Pará, checking the extent to which there are links between these guidelines and the process of popular participation in that project developed urbanization, it is considered that popular participation is used as an instrument of liberation and democratization of use and occupation of urban land in Bethlehem, reversing the priorities historically elitist, will contribute to building a socially just city. |
