Resumo:
This study has the centrality analysis of Land Regularization process of Social Interest (REFIS) in the city of Bethlehem, specifically experience in the neighborhood of Jurunas, whose predominant feature of its territory has always been determined by the disorderly occupation of urban land use , thus constituting a social phenomenon that deserves scholarly analysis and attention of the government as an agent of urban policy in Bethlehem. As a result of this phenomenon, the Office of the Patrimony of the State of Pará Union (SPU / PA) developed register of actions and Special Use Concessions deliveries for housing purposes (CSUH) in the neighborhood of Jurunas, from 2008 to 2014. In this sense, the research will focus his analysis on that experience, aimed at identifying the Land Regularization of Social Interest by CSUH in the neighborhood of Jurunas, and had as theoretical framework the classical and contemporary urban sociological thought. Read Lojkine (1997), Engels (1945), Lefebvre (1999), Harvey (2005), Maricato (2010), Abelém (1989), Cruz (1973), among others. The technical and operational point of view, the research adopted as the main procedure to document analysis, in view of the difficulty in developing an empirical research on the subject of REFIS in Bethlehem. In this sense, research has looked at data from SPU, hearings public, dissertations, theses, scientific journals, books and articles. The theoretical and methodological framework adopted enabled the following main results: a) Historically, the use of land in Bethlehem was determined by economic and social dynamics that have changed the way of life of the complainant of earth's population to live, generating new disputes, such as the right to live; b) The fact that the current process of REFIS in Jurunas the neighborhood has serious legal confrontations because of the inability and political differences of the City of Belém (PMB) and SPU in carrying out joint actions for land tenure, because of the dispute over the right to protection of marine areas of land, with the resulting uncertainty and social insecurity of residents of Jurunas the neighborhood.
