This paper aims to discuss the main disagreements between the com-munities of the Municipality of Barcarena / PA and the Public Power on the pol-ysemic term of disasters, through the analysis of several spheres and of the "Disaster Mining Seminar: Pará and Minas, municipality of Barcarena, Pará, 2016 ". A systematic procedure and exploratory scientific methodology were adopted, as well as bibliographical and documentary surveys, as well as video transcripts, through which the concept of divergence of concepts was investi-gated in view of the arrival of investments in infrastructure in the city. This study was motivated by the observation of the constant conflicts in debates in the University and in the Municipality. The discussions and final considerations of this work indicate that the term varies according to the sphere, that dissatisfac-tions with the lack of inspection and the constant environmental disasters per-sist, just as the laws are not being correctly carried out, and that those who live in the area are the people who suffer the most and can’t have a good quality of life.
