Accidents caused by dam break cause great damage to the valley downstream of the project. Despite the evolution of construction methods, it is known that it is impossible to obtain a zero risk situation in any area of social activity. Regarding the security of society, it is necessary to consider that these infrastructures are, in most cases, located in regions with urban and rural occupations of their downstream valleys. Thus, the consequences of a dam failure can be very serious, causing economic, social and environmental problems. In this sense, the work aims to analyze the urban occupation downstream of the UHE-Tucuruí present in the Autosalvemto Zones (ZAS) and the population Vulnerability Index (IV) to technological risks in an adverse event situation, Estimated Hazard (PE) , Risk Index (RI) in the city of Tucuruí-Pa. In order to achieve the objective, metadata (shapefiles) from the Brazilian Institute of Geography and Statistics (IBGE) were used in this research to identify urban areas and socioeconomic data from the last Demographic Census, year 2010, to estimate social vulnerability indices. The results indicate that the ZAS are constituted by areas with high density of buildings (consolidated neighborhoods of the municipality) and low density of buildings (sectors in urban expansion). The high rates of IV, PE and IR are concentrated in the peripheral neighborhoods located near the Tocantins River. Therefore, based on the results, it is noticeable that a considerable portion of the population of Tucuruí will be directly impacted in a worst-case emergency situation and with the growth of the urban fabric, the rates of vulnerable people tend to rise over the years.
