It aims to analyze and study the manifest and guidelines and to verify to what extent the Arthur Vianna Public Library recognizes and agrees with these documents. The literature review and qualitative empirical study, obtained through observation, interview, application of questionnaires and analysis of documents, were used for this purpose. It notes that the main public library in Pará is valued and appreciated by its users who believe that improvements are being applied, it has services that fit its main mission and recognizes that it is one of the instruments that the state has to improve the lives of its citizens, Providing quiet, comfortable and dynamic environments and actions that go beyond the walls of the library. Yet there is a problem related to the lack of an enlightened study that allows the library to know the emergency problems that the community has and works them, which prevents it from reaching the public that in fact needs its resources and service and is unaware of it. Apresenta um estudo da Biblioteca Pública Arthur Vianna baseado em conceitos disponibilizados através do Manifesto da IFLA/UNESCO para bibliotecas públicas de 1994 e Diretrizes da IFLA para bibliotecas públicas. Tem por objetivo analise e estudo do manifesto e diretrizes e verificar até que ponto a Biblioteca Pública Arthur Vianna reconhece e está de acordo com esses documentos. Para isso a revisão de literatura e estudo empírico qualitativo, obtido através da observação, entrevista, aplicação de questionários e análise de documentos. Constata que a principal biblioteca pública do Pará é valorizada e bem vista por seus usuários que estimam que melhorias sejam aplicadas, possui serviços que se enquadram em sua missão principal e reconhece ser um dos instrumentos que o estado possui para melhorar a vida de seus cidadãos, fornecendo ambientes tranquilos, confortáveis e também dinâmicos e ações que ultrapassam as paredes da biblioteca.
