Fishing corrals are defined as a passive fishing gear, made from wood and vines extracted from the mangrove ecosystem or synthetic materials such as nets, strategically installed considering oceanographic variables, such as the tidal regime, the behavior of sea currents, wind dynamics and sediment type. This trap is present along the entire Brazilian coast, modifying the local landscape, interfering with the navigability of vessels, altering sea currents and posing a risk to fishermen who capture other fishing resources. This situation is promoted by the lack of a specific federal legal norm for the modality, which can be observed in some Federation Units, as is the case of the state of Alagoas. The objective of this research was to propose guidelines for ordering fishing corrals on the Brazilian coast, considering the installation, operation and deactivation phases. Over the years, several legal norms have tried to demarcate the practice of fishing corrals, with prohibitions and releases, however, until the present day, it is possible to observe traps without adequate signage, in places and points considered as possession by the owners, for informally registered in fishing colonies, even practicing the commercialization of the place without any documentation issued by regulatory bodies authorizing the use of the space. Installation must take place from the request for the assignment of public space by the Union for fishing purposes through a free declaratory act, online, with the Ministry of Agriculture, Livestock and Supply, under the guidance and monitoring of a technician in the area. Subsequently, the environmental agency and the Brazilian Navy would be consulted about a 20-year authorization, with the possibility of renewal for another 20 years, granted by the Union Heritage Secretariat, based on Decree 10.576/2020 directed at aquaculture. With regard to the operation stage, the most important aspect is the inspection by environmental agencies regarding construction issues, such as geographic location, size of structures, materials used in making, selectivity and trap signaling. This monitoring is also of paramount importance in the deactivation phase, which guarantees the removal of fishing gear, if applicable. In this way, the expectation is created that this legal norm will reduce the competition of conflicts for the multiple uses of water on the Brazilian coast, in particular in the reduction of accidents involving boats and even fishermen of other modalities, with how to promote the organization of the activity.
