This study aims to describe and analyze the investments made by farmers between the years 2010 and 2016, which acquired seeds through CONAB through the Food Acquisition Program - PAA and its results for the development of the State of Roraima. The work dynamics of this investment involves the purchase modalities with simultaneous donation and seed acquisition by family farmers, which are being operated by CONAB. This action has become a public policy used to reduce poverty and improve the income of the rural population, thus stimulating farmers, with an increase in their agricultural production with the sale guaranteed by the State. The method used to analyze the PAA policy was the SWOT Matrix (Strengths, Weaknesses, Opportunities and Threats), which examines data already tabulated in the Food Acquisition Program of CONAB of Roraima, based on the National Strategic Planning. It was verified that the expected results strengthened the objectives of the PAA, which generated positive effects for the farmers, with important strategies for reducing social inequalities, setting the man in the field, moving the local economy, income circulation in the state and still having a dialogue group, to define what policies should be adopted.
