The goal of this work is to evaluate the perception of the actors of the Local Innovation System on the ambience of innovation for small businesses in Boa Vista - RR and propose strategies for its strengthening, analyzing the existing conditions of the regional ambience and identifying the barriers to its implantation. The analysis of this ambience was carried out by the verification of institutions that operate in Boa Vista to promote innovation and the interaction among these actors, according to the Triple Propeller Model (University, Government and Company). To guide this work, a qualitative bibliographical research was done, focusing on the current concepts in the
state of the technique regarding the ambience theme of innovation and correlated. Information and secondary data were collected on the components of the national innovation system and the local innovation system. In addition, semi-structured interviews were conducted with representatives of selected entities from Boa Vista in order to understand the local innovation environment stage. With the exception of the Brazilian Micro and Small Business Support Service – SEBRAE, there was a perception of a poor performance of the institutions to develop Boa Vista's innovation ambience, which affects the credibility of the entire Local Innovation System.
Therefore, it was tried to analyze if there is interaction of the actors of the local ambience and how this condition influences the results. A satisfactory institutional articulation was found for a collective and structuring work, indicating that the actors of the ambience of innovation in Boa Vista are aware of the need for a cumulative and interactive action and willing to do so.
