Business incubators are important tools to foster entrepreneurship and regional development, when linked to universities, act as disseminators of the entrepreneurial vision in the academic community and also in the surrounding society. Based on this discussion, the objective of the dissertation is to elaborate a proposal of management practices for the UFRR Technology-Based Business Incubator that contributes to the improvement of its performance through the use of several methodological procedures, based both on bibliographic review and documentary, as via case study. In this sense, an analysis of the incubator's strategic planning was performed, establishing its critical success factors, as well as its vision, mission, goals and objectives, and a diagnosis of its current management model that culminated in a proposition of a new business model. The construction of the proposed management practices for the incubator of the Federal University of Roraima sought, from the CERNE model, to contribute to strategic changes in the incubator management, presenting a set of actions for the systematization of management processes and establishing criteria. operating as a guide to be implemented by the management team.
