Understanding poverty and development is indispensable to ensuring the effectiveness of public Policies promulgated by States in order to provide well-being to people. This study is characterised by an analysis of poverty and development based on public policies implemented in the Peruvian state of Amazonas. It uses as its main theoretical basis on the ideas of Amartya Sen. The deductive method is used in this research and it utilises the qualitative-quantitative approach in its methodological workings. Analytical tools were created to condense information about national programs that sought to address three to poverty and human development: health, education and income. In analysing the results using the Human development index as a framework, it was verified that during the period of analysis there was a positive tendency towards overcoming poverty upon the application of programmes focused on increasing the number of teachers, providing more educational infrastructure, increasing access to basic services and increasing employment. All of the above is evidence that Capacity building translates into lower poverty rates and higher human development indices, although there have been relatively smaller gains in the state of Amazonas than the national average.
