This study aimed to analyze the rules and procedures of plans for sustainable forest management in small scale (PMFSPE), in protected areas of sustainable use, in the Reserves for Sustainable Development of Amazonas state. Protected areas of the Amazon present several problems for effective environmental management of their areas, especially those pertaining to forest management for timber purposes. One of the problems is the process of regularization, and especially environmental licensing plans for sustainable forest management in small scale. To reach this conclusion we analyzed the main difficulties in achieving plans for sustainable forest management in small-scale UC 's sustainable use of the State of Amazonas and the number and current status of plans for sustainable forest management in small scale inside and outside these units. Firstly it was made a literature review on the protected areas of Amazonas state; environmental licensing; forest management; traditional populations; territorial public policy, environment and management; and regularization land. After a preliminary survey, the period 2003-2013 was carried out ( especially since 2008), in personal database and technicians involved with the theme; the official websites; in NGOs; and mainly in the Departamento de Manejo e Geração de Renda (DMGR) do Centro Estadual de Unidade de Conservação (CEUC); na Gerencia de Apoio a Produção Madeireira (GPM) do Instituto de Desenvolvimento Agropecuário e Florestal Sustentável do Estado do Amazonas (IDAM); e na Gerencia de Controle Florestal (GECF) do Instituto de Proteção Ambiental do Amazonas (IPAAM)As a result information and quantitative and qualitative data about the plans for sustainable forest management in small scale Amazonas State were presented; current status of the PMFSPE in RDS of the State of Amazonas; main obstacles to the realization of PMFSPE in RDS of the Amazonas State; and recommendations for improvement in the performance of RDS’s PMFSPE in the State of Amazonas. In summary, license forest management plans for small producers in protected areas of the State of Amazonas is even harder than outside; and spaces for discussion and dialogue between the actors involved in the activity, is are crucial to its success.
