This research aims to analyze the municipal public policy to promote cooperativism, under
the social management approach, between 2013 and 2017, in the municipality of Gurupi-TO.
The initial priorities were: 1) To carry out the diagnosis of the municipal public management
for the cooperativism in Gurupi-To based on the public evaluation of the public managers; 2)
Identify the characteristics of social enterprises in the construction and realization of the
municipal public policy of fostering cooperativism; and 3) Identify the challenges and
propose guidelines for the social management of the public policy of fostering cooperativism
in the municipality of Gurupi-TO. The dissertation contains a final product (Appendix F)
consisting of a draft bylaw. This is a qualitative research, with data collection through
bibliographical and documentary research and semi-structured interviews with ex-managers
and managers who participated in and participated in the conduct of this policy and with the
beneficiaries (small producers of family agriculture ). The data collected were categorized and
submitted to content analysis. Therefore saw the convergence of interests (social management
and cooperative) highlighting elements that can contribute to the consolidation of public
policy for the promotion of cooperatives in Gurupi-TO through the elaboration of guidelines,
objectives and instruments to develop the criteria of social management in the conduct of
existing public policy for the purpose of implementing trained human resources aimed at
improving the quality of life of the rural population living in family agriculture. A draft of a
municipal law was elaborated, covering the elements of social management for the promotion
of cooperativism in Gurupi-TO as a final product of the research in a way that will also serve
as a regional parameter for the development of public policies. |
