The increasing complexity of the activities carried out in the institutions and the
development of the media led to an increase in the production of documents and
culminated in the information explosion in the first half of the 20th century. This
scenario of indiscriminate documentary production, linked to the increasingly dynamic
institutions that demand agility in the access to strategic information for decision
making, brought with it the idea of creating routines and methodologies appropriate to
the problems of archives. The situation applies to the public agencies of the Federal
Public Administration in which they hold large accumulated documentary mass. In this
way, Brazilian government archives have demanded legal provisions that oblige public
institutions to implement institutional archival policies that guarantee rapid access to
information and preservation of public documents. In view of the problems of archives
without due technical treatment, UFT begins to take the first steps towards the
implementation of its Institutional Archival Policy, starting with the creation of the
Documentary Management Board, whose mission is to implement a Document
Management Program in university. From this perspective, the present work intends to
analyze the context of the systemic file management model in which it involves the
adoption of policies, norms, procedures and institutional resources and which is
configured as the model that will guarantee the rationalization of archives in face of the
organizational characteristics of the university. For the development of this work, a
bibliographical and documentary research was carried out in order to unravel the
elements that compose a Archives System and present the necessary guidelines for
the implementation of the document management model in the UFT organizational
environment.
